Creating a Diverse and Vibrant Missoula

Through public and private partnerships, the Office of Housing and Community Development invests in the following initiatives:

  • Increase housing options that are affordable to all levels of our community.
  • Ensure a strong safety net for those living in poverty through the implementation of Reaching Home: Missoula's 10 Year Plan to End Homelessness.
  • Support economic development opportunities to help our community grow.



These notices shall satisfy two separate but related procedural requirements for activities to be undertaken by the City of Missoula.


On or about October 7, 2019 the City of Missoula will submit a request to the US Department of Housing and Urban Development (HUD) for the release of funds under Title I of the Housing and Community Development Act of 1974, as amended, to undertake a project known as the The Cornerstone Apartments. The Cornerstone Apartments is a new construction project located at 2820 Great Northern Loop, in Missoula, MT. This project will have 12 one-bedroom affordable apartments to serve homeless persons. The Missoula Housing Authority has received a Housing Trust Fund grant from the Montana Department of Commerce in the amount of $607,000 to support the construction of the Cornerstone. The Cornerstone will achieve long-term affordability through a combination of grant funding and owner equity to create a debt free building. Project-Based Section 8 rental assistance from MHA's Housing Choice Voucher portfolio will ensure rents remain affordable and operations and maintenance are appropriately funded throughout the 30-year period of affordability.


The City of Missoula has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR) on file at The Office of Housing & Community Development (HCD) located at 400 Ryman St. in Missoula and Missoula Development Services at 435 Ryman in Missoula and may be examined or copied (at HCD only) weekdays 10 A.M to 4 P.M.


Any individual, group, or agency may submit written comments on the ERR to the City of Missoula Office of Housing & Community Development (HCD), 435 Ryman, Missoula, MT 59802 or epehan@ci.missoula.mt.us. All comments received by October 6th, 2019 will be considered by the City of Missoula prior to authorizing submission of a request for release of funds. The City of Missoula certifies to HUD that Eran Fowler Pehan in her capacity as Director of the City of Missoula Office of Housing & Community Development consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HUD’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the City of Missoula to use Program funds.


HUD will accept objections to its release of funds and the City of Missoula’s certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the City of Missoula; (b) the City of Missoula has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to HUD at 1670 Broadway 24th Floor, Denver, Colorado 80202. Potential objectors should contact HUD to verify the actual last day of the objection period.
