Description: Replacing 1,870 lineal feet of 6-inch Kalamein water main pipe between Orange St and Oak St that was originally installed in 1914. Missoula Water is coordinating this work with the Storm Water Utility and Street Maintenance Division to improve storm water infrastructure, install Americans with Disabilities Act (ADA) ramps, and mill and overlay the full width of 3rd St. Water services will be replaced from the water main to the curb box.

  • Work will start at Orange St. and move west. Portions of 3rd St. will be closed during construction, usually one or two blocks at a time.
  • Please see detour maps link below for detour routes and tentative construction schedule dates.
  • Streets will reopen to local traffic once water main is installed. Please drive slowly and watch for potentially rough, patched areas.
  • After main installation, crews will begin replacing services lines to individual buildings. The new service lines run from the new main to the property owner’s curb box.
  • ADA ramp installation work may be moving forward at the same time but will not impact traffic or construction work.
  • All of 3rd St. from Orange St. to Ash St. will be repaved curb to curb once all water main and service line work is done.

Project Dates:  Scheduled to begin Monday, April 27, 2020, with completion anticipated to be in late July. These dates are subject to change due to weather and other unforeseen circumstances.

E. Pine Street Water Main Replacement – COMPLETED

Description:  Construction on this project involves replacing approximately 3 blocks of 12-inch Kalamein pipe installed in Pine and Jefferson streets in 1914. The 12-inch main in E. Pine St. will be replaced with a 24-inch main, which gives Missoula Water better east-west transmission capacity in this area.

  • Work in E. Pine St. runs from Adams St. to Madison St.
  • On Jefferson St., work will run from E. Pine St. to Spruce St.
  • This project also includes performing service line swaps on the 500 block of E. Spruce St. to eliminate a 6-inch main dating back to 1914 by connecting them to a newer main already in the street.

Project Dates:  Scheduled to begin August 10, 2020, with completion expected around the end of October. These dates are subject to change due to weather and other unforeseen circumstances.

SEWER PROJECTS

University Sewer Force Main Replacement Project — COMPLETED

Maurice Ave. between 5th St. and 6th St.

Description:  Replacing about 800 feet of 6-inch ductile iron pipe, installed in 1960, with 8-inch PVC pipe. The larger pipe will increase the capacity of the University Lift Station to accommodate increased incoming sewer flows, especially those experienced during University of Montana football games. Currently, wastewater collections staff must carefully monitor flows during each game and be prepared with on-site vacuum trucks in case a pump fails. Traffic will be detoured around the work area, and the public is encouraged to take an alternate route.

  • The parking lot on the north end of Maurice Ave. will close on Friday, June 12, and will remain closed throughout the project.
  • The bicycle lane on 5th St. will remain open to traffic.
  • The ramp to the Kim Williams Trail north of 5th St. with be detoured beginning June 18 and will remain closed for the duration of the project. See link to trail detour map below.
  • Maurice Ave. will be closed between 5th St. and 6th St. starting June 23 and will remain closed for the duration of the project. See link to project detour map below.
  • Traffic on 6th St. will be shut down for night work from 6 p.m. to 6 a.m. on June 30. See detour map below.
  • Expect night work on July 6 at the north end of the Maurice Ave. parking lot while crews connect the new force main to the old one. Bypass pumping is needed and will be completed at night when sewage levels are low.
  • Once paving begins on 5th and 6th streets, expect brief traffic interruptions and watch for detours.

Project Dates:  Scheduled to begin Monday, June 15, 2020, with completion anticipated to be July 10. These dates are subject to change due to weather and other unforeseen circumstances.

_________________________________________________________________________________________________________________

Milling and Paving Projects

All project dates and times are weather dependent and may change at any time. Call our Street Maintenance Division at 552-6360 with questions.

Higgins Ave.—Broadway to Railroad St. — COMPLETED

  • Milling and paving work has been completed.
  • Lane marker tabs will be installed to delineate driving and turning lanes. Lanes lines will be painted once temperatures are warm enough, which is generally 55 degrees and above.
  • The new asphalt will be chip sealed in late July or early August to further protect it from moisture, therefore extending the life of the asphalt.
  • All striping, including striped crosswalks, green bike lanes, and other street markings, will be completed once the chips are swept up.
  • Permanent, long-life pavement markings will be installed during Summer 2021. The chip seal must "cure" for at least 6 months before the permanent marking material can be installed.

Ryman St.—Alder St. to Pine St. — COMPLETED

  • Milling and paving work has been completed.
  • Temporary striping will be applied once temperatures are warm enough, which is generally 55 degrees and above.
  • The new asphalt will be chip sealed in late July or early August to further protect it from moisture, therefore extending the life of the asphalt.
  • All striping will be replaced once the chips are swept up. This includes any striped crosswalks and other street markings.

South Ave. and S. Higgins Ave. Intersection — COMPLETED

On South Ave., project runs from Ronald St., through the S. Higgins Ave. intersection, and stops approx. one-half block west of S. Higgins. On S. Higgins Ave., work runs approx. one-half block north of the South Ave. intersection to one-half block south of the intersection.

  • Milling work is scheduled to begin Monday, May 4, 2020, with paving to begin thereafter.
  • Project is expected to take about three days to complete, depending on weather.
  • No parking during work hours of 7 a.m. to 4 p.m., Monday through Thursday. Vehicles parked in the area during this time will be towed.
  • Watch for temporary detours and street closures.
  • After paving is completed, temporary striping will be applied once temperatures are warm enough, which is generally 55 degrees and above.
  • The new asphalt will be chip sealed in late July or early August to further protect it from moisture, therefore extending the life of the asphalt.
  • All striping will be replaced once the chips are swept up. This includes any striped crosswalks and other street markings.

STORM WATER PROJECTS

Upper Gharrett Street - Drainage Improvements – COMPLETED

This project will address extensive erosion in the Meadowwood neighborhood. The current erosion affects the natural drainage way, the down gradient storm drainage system, and private property.

TRANSPORTATION SAFETY PROJECTS

S. Russell Street - Pedestrian Crossing Improvements

After a pedestrian was struck by a driver while crossing S. Russell St. near the YMCA during morning rush hour in late 2018, the City has been investigating, planning, and collaborating with the Montana Department of Transportation (owner of the street) as well as with private businesses like the YMCA and Opportunity Resources, Inc. to improve safety at this crosswalk.

During the summer of 2020, the Public Works Department installed temporary rectangular rapid flashing beacons (RRFBs) at the location. The temporary RRFBs will remain in place until a permanent, engineered solution can be determined and funded.

W. Broadway at Owen St. - Pedestrian Crossing Improvements

As the Riverfront Triangle Project develops, a much-used pedestrian tunnel under W Broadway connecting to St Patrick Hospital had to be closed, forcing even more people to cross the street at an already busy intersection. The TST worked with the Montana Dept of Transportation to install temporary rectangular rapid flashing beacons (RRFBs) on the west leg of the intersection.

During the beginning of the Riverfront Triangle Project, a much-used pedestrian tunnel under W. Broadway was removed. This left many people who park off of W. Front St. and Owen St. south of W. Broadway with no nearby signalized crossing of W. Broadway. After trying several methods for trying to get motorists to yield to pedestrians on W. Broadway, Public Works installed temporary rectangular rapid flashing beacons (RRFBs) just west of Owen St. Once the Riverfront Triangle Project reaches the point of addressing this portion of the south side of W. Broadway, the project must address and install a permanent solution to the pedestrian crossing. This likely will include permanent RRFB installations.

Franklin St.

Several citizens reported crashes, near misses, and speeding on Franklin St., and Traffic Safety Team had to consider many factors when they tried to find a solution to these problems. One problem is that the street is considered a primary fire route for the fire station on Mount Ave., so stopping traffic on Franklin was not an option. In addition, the street is part of the City's Neighborhood Greenway route, which means it has relatively low vehicle volumes and speeds to help increase comfort for people who bike and walk on the street. The addition of lightweight traffic calming circles at Woodford St., Rollins St., and Longstaff St. and stop signs at the uncontrolled intersections seems to check all the boxes for successful traffic calming on Franklin St. See project drawings here.

Maurice Ave.

The TST also received several requests from citizens to address vehicle crashes, near misses, and speeding along Maurice Ave. The Team wanted to not only solve these issues but also wanted to make the street safer as a Neighborhood Greenway route. After analyzing the data they had collected, the Team determined that installing the new lightweight traffic calming circles at Central Ave., Woodworth Ave., and Hastings Ave. with stop signs installed at Sussex Ave., Kent Ave., North Ave., and Beverly Ave. would be the best solution at this time. See project drawings here.
