Missoula's Housing Strategy:
Missoula's Citywide housing strategy, A Place to Call Home, was created utilizing a robust, community-driven process and adopted by Missoula's City Council in 2019. With input coming from nonprofit service providers, local developers, Neighborhood Leadership Teams, and everyday citizens, Missoulians' voices are built into the City's housing strategy. The engagement process produced a clear vision for Missoula's housing strategy and goals:
Homes Build Strong Communities. By providing safe and healthy housing with a diversity of home types and affordability levels, we can support childhood educational success, enable Missoulians to improve our circumstances in the community, support individual and community health, and allow for a robust and thriving local economy.
Recommendations in A Place to Call to Home included calling for a comprehensive assessment of the strategy, which was completed in 2025. The 2025 Housing Strategy Update named the following strategies to guide the City's housing work:
- Fund - Generate resources for affordable housing development, preservation, and services.
- Preserve - Work to maintain existing dedicated and naturally occurring affordable housing.
- Assist - Increase access to resident housing services and programs through partnerships, funding, and tailored program development. Build capacity among partners to address the City's housing challenges.
- Build - Support development of dedicated affordable housing, naturally occurring affordable housing, and diverse housing types to accommodate a broad spectrum of needs and preferences.
- Track - Collect, analyze, assess, and report housing data in service of the City's housing goals.
