Residential Building Project
Residential Building Permits (20YY-MSS-RES-#####) are used for a variety of residential building projects. Based on the type of residential permit you are applying for, requirements and details on the permitting process are provided below. Residential applications are required to be submitted through our portal and meet electronic plan review requirements.

Construction of NEW 1-2 unit dwellings are required to apply for a Residential Building Permit and comply with the International Residential Code (IRC). Residential Buildings with 3 or more dwelling units are required to apply for a Commercial Building Permit and comply with the International Building Code (IBC).
Required Documents:
All permit applications should be complete to support comprehensive review by departments. Applicants must provide at time of permit submission the following:
- Plan documents meeting all electronic review requirements
- A completed and signed Residential Site Plan Checklist
- Supplemental documents, as outlined on Site Plan Checklist, including, but not limited to:
- City StormWater Pollution Prevention Plan (SWPPP)
- Lateral and Gravity engineering, if applicable
- Energy Compliance Certifications (ResCheck) in PDF format
- Boulevard Landscaping (Tree Planting) Permit
Adding new square footage to an existing residential structure.
Required Documents:
All permit applications should be complete to support comprehensive review by departments. Applicants must provide at time of permit submission the following:
- Plan documents meeting all electronic review requirements
- A completed and signed Residential Site Plan Checklist
- Supplemental documents, as outlined on Site Plan Checklist. This may include a City StormWater Pollution Prevent Plan (SWPPP), depending on the the amount of disturbed area.
Remodeling an existing residential structure, not adding any new square feet or additional dwelling.

All permit applications should be complete to support comprehensive review by departments. Applicants must provide at time of permit submission the following:
- Plan documents meeting all electronic review requirements unless
Exceptions to the digital submittal process will be evaluated on a case-by-case basis for those projects that are being performed by homeowners and do not involve a contractor. Minimum qualifications for exception include but are not limited to:
- The project is not a new dwelling project
- The project does not add additional living space to an existing dwelling
- The project is not an accessory dwelling unit (ADU)
- Hand drawn plans must be submitted on no more than three (3) pages
- Plans must meet general site plan criteria, including:
- Be drawn to scale (ex: 1" = 20')
- Include a north arrow
- Clearly demonstrate compliance with the codes
- Show existing vs proposed conditions
