Join the City of Missoula to learn about the Our Missoula: Growth Policy Update & Code Reform project! We are excited to share that we will be releasing the draft Land Use Plan this fall. Before we do, we are providing the following opportunities to learn about the project, ask questions, and share your thoughts. With broad community involvement, Our Missoula will result in an inclusive vision for how Missoula will grow in the future and will guide critical changes in the code that the City needs to take to carry out that vision. If you have not had a chance to participate yet, this is a great way to learn about the Our Missoula project! The Our Missoula: Growth Policy Update & Code Reform project, led by the Community Planning, Development, & Innovation Department (CPDI), is an extensive planning process that will work with the community to update Missoula's vision for future growth and to modernize the City's development regulations, one of the key tools for achieving this vision. Legislative Updates Impacting EngagementDuring the most recent legislative session, the State of Montana passed the new Montana Land Use Planning Act (MLUPA). The MLUPA shifts the opportunities for public engagement surrounding land use and development to be during the planning and adoption of city land use plans and codes, rather than during site-specific developments. After the City's land use plan and land use regulations are adopted in compliance with MLUPA, many site-specific development projects will be reviewed administratively by the City. The scope of and opportunity for public participation and comment on site-specific development will be limited to the impacts of projects that were not previously identified and considered in the adoption, amendment, or update of the land use plan, zoning regulations, or subdivision regulations. This shift means that public participation during City planning processes, like the Our Missoula project, is critical to ensuring that community voices are heard during the development of the City’s land use policies and regulations. Tell Us What You Think! Consolidated Annual Performance Evaluation Report
We want to hear from you! Missoula is submitting its end-of-the-year Consolidated Annual Performance Evaluation Report to the U.S. Department of Housing & Urban Development (HUD). The City of Missoula receives grant funds annually from the United States Office of Housing and Urban Development (HUD). These funds come through two separate funding streams: the Community Development Block Grant (CDBG) and the HOME Investment Partnerships Program (HOME). The City awards these grant funds on a competitive basis to local projects that can address local and federal objectives, which include expanding the supply of housing available to low-income families and individuals, consumer housing programs, and supporting our homeless service providers. By offering your feedback on the report and the programs we fund, you give HUD important context about our community and our housing priorities for future years! You can review the draft document on Engage Missoula. Public comments on the City’s proposed activities submitted by September 25, 2024 will be included in the final version of the annual CAPER submitted to (HUD). In addition to the report, you can watch a special presentation of the outcomes during the regularly scheduled Council meeting on Monday, September 16, 2024.
