DRAFT UNIFIED DEVELOPMENT CODE NOW AVAILABLE!


After years of gathering public input and ideas, the City of Missoula is updating its zoning map and development codes to better reflect the community vision that was adopted in the Our Missoula 2045 Land Use Plan. This is the final step in the Our Missoula process.

The Unified Development Code, or "UDC", is the full set of proposed regulations that relate to private development, including zoning, subdivision, public works, and parks-related regulations. The draft UDC includes the previously released Zoning Framework.

Accompanying the draft UDC is an updated City of Missoula Standards and Specifications Manual. The Standards & Specifications Manual brings together design standards, administrative rules, and standard details into one clear, consistent resource that elaborates on the requirements of the UDC.

There are several ways to share your input on these materials:

  • Review the full drafts of the Unified Development Code and the Standards & Specifications Manual and provide your comments.
  • Visit the Zoning Map page to see the zoning for the entire city, your neighborhood, or your property.
  • Attend the Code Reform Open House on November 5th from 4:30 – 7 P.M. at the Missoula Public Library to learn more about the proposed updates and share your thoughts and questions with City staff.

Proposed Amendments to the Our Missoula 2045 Land Use Plan


The Our Missoula 2045 Land Use Plan and Place Type Map are being updated to enhance consistency and ensure substantial compliance with Missoula’s new Unified Development Code. These updates clarify policies, recognize development constraints such as the Airport Hazard Area, and align the Land Use Plan with the new code. Together, they help guide growth thoughtfully while keeping the Land Use Plan clear, actionable, and reflective of community values. These minor updates will be noticed, reviewed, and adopted alongside the Unified Development Code.

Join us for our second Code Reform Open House, where the City of Missoula will share an overview of the full set of draft regulations and standards that will guide new development in the city. There will be information about the new draft Unified Development Code, the updated Standards & Specifications Manual, and the proposed amendments to the Land Use Plan.

We want to hear from you! Come learn about what these updates may mean for Missoula and share your thoughts. Food and kids' activities will be provided.
