Public Works & Mobility - Important Update

New 2026 Public Works & Mobility Fees 

We’re sharing a brief update on the City of Missoula’s 2026 Public Works & Mobility (PWM) Fee Schedule, which will take effect January 1, 2026, following City Council approval as part of the August budget process. 

After reviewing the 2023 Fee Study, PWM worked with City Finance to move beyond across-the-board increases and instead align fees more closely with the actual cost of service. The result is a more transparent, user-friendly fee schedule that is clear and easy to navigate for contractors, developers, and design professionals. 

What's Changing:

  • Fees are more clearly organized by permit type, with added descriptions to reduce confusion. For example, the Temporary Traffic Control (TTC) Closure Penalty includes a fee description that clarifies it's intended for the construction of private infrastructure that requires the use of a public right-of-way (ROW), but it does not apply to utility service/sidewalk repair projects.
  • Some fees are restructured to better reflect work performed (such as separating plan review and inspection).
  • PWM coordinated with Planning and Building to avoid duplicating fees and keep permitting as streamlined as possible.

Our goal is to balance predictability for industry partners with fiscal responsibility for the City—while improving clarity and consistency across departments.
