IBC 1704 Special Inspection Procedures
Special Inspections require the expertise of an approved Special Inspector in order to ensure compliance with the International Building Code (IBC) and the approved construction documents. Where Special Inspections are required, they are performed in addition to the typical inspections required by the City of Missoula Building Division and IBC Section 101. A statement of special inspection will also be included on the plan set in accordance with IBC Section 1704.

The Registered Design Professional in Responsible Charge, Owner, and Contractor are all required to sign portions of the Special Inspection Agreement Package. It shall be submitted for review and approval by the Building Code Official at the time of permit application and prior to the issuance of the Building Permit. This form is provided to list aspects of the project that require special inspection and testing in accordance with International Building Code (IBC) Sections 107.1, 1704, and 1705 and define duties and responsibilities of parties involved in the project.
- Special Inspection Agreement Package: Package identifies the Design Professional in Responsible Charge, outlines the roles and responsibilities of all parties involved and a summary of Special Inspections required. A complete and fully executed copy of this agreement shall be uploaded to the record at the time of permit application, for review.
Special Inspectors and fabricators performing in-house special inspections need to submit qualifications to be on the City of Missoula's approved special inspector list PRIOR to the start of work/permit issuance.
A binder should be kept on site, and available for inspection at all times, which includes a copy of the completed Special Inspection Agreement Package, any discrepancy notices and the Special Inspection Log.
Site binder should include:
- Discrepancy Notice Form - This form is required to be completed by the Special Inspector anytime they notice something in the field that is different than what is on the reviewed/approved plans.
- Special Inspections Log - This form is required to be maintained on site for all projects requiring Special Inspections.
While your company may have their own processes for tracking and logging the special inspection process, this information is required to be kept on site and maintained for the benefit and coordination of City Inspectors, in addition to your own internal processes.
The Summary of Special Inspections and Final Report of Special inspections shall be completed accordingly by the approved Special Inspector and/or Registered Design Professional in Charge before the issuance of the Building's Certificate of Occupancy.
In addition to the submittal reports of special inspections and tests in accordance with Section 1704.2.4, reports and certificates shall be submitted by the owner or owner’s authorized agent to the Building Official for each of the following:
- Certificates of compliance for the fabrication of structural, load-bearing or lateral load-resisting members or assemblies on the premises of a registered and approval fabricator in accordance with Section 1704.2.5.1
- Certificates of compliance for the seismic qualification of nonstructural components, supports and attachments in accordance with Section 1705.13.2
- Certificates of compliance for designated seismic systems in accordance with Section 1705.13.4
- Reports of preconstruction tests for shotcrete in accordance with Section 1908.5
- Certificates of compliance for open web steel joist and joist girders in accordance with Section 2207.5
- Reports of material properties verifying compliance with the requirements of AWS D1.4 for weldability as specified in Section 26.6.4. of ACI 318 for reinforcing bar in concrete complying with a standard other than ASTM A 706 that are to welded
- Reports of mill tests in accordance with Section 20.2.2.5 of ACI 318 for reinforcing bars complying with ASTM A 615 and used to resist earthquake-induced flexural or axial forces in the special moment frames, special structural walls or coupling beams connecting special structural walls of seismic force-resisting systems in structures assigned to Seismic Design Category D.
Pre-Fabricated Components
Provide Certificates of Compliance for the fabrication of structural, load-bearing or lateral load-resisting members or assemblies on the premises of a registered and approval fabricator in accordance with Section 1704.2.5.1 before scheduling the final inspection. If fabricator will be performing in-house special inspections they will need to submit qualifications to be on the approved special inspector list prior to the start of work/permit issuance.
Occupancy will not be allowed until these Certificates have been reviewed/ approved.
The Summary of Special Inspections, the Final Report of Special inspections and any off-site fabrication Certificates of Compliance shall be completed accordingly by the approved Special Inspector and/or Registered Design Professional in Charge and uploaded to the permit record before we can issue a Certificate of Occupancy.
